Judge: Catawba Indians can operate video poker
The tribe sued the state in July, saying it needed to open a video gambling parlor to recoup profits lost at its Rock Hill bingo hall when South Carolina began a statewide lottery in 2002.
A week before Strickland’s Dec. 13 ruling, the tribe’s executive committee voted to delay opening such a facility in hopes the General Assembly would instead allow the tribe to operate an electronic bingo hall in Orangeburg County.
Jay Bender, attorney for the Catawbas, said he expected both sides would request the lawsuit go directly to the state Supreme Court.
While the tribe still wants to build in Santee, Bender said the Catawbas would be willing to begin operating video poker on their reservation…

Poker glossary:
- SEAT POSITION - The actual seat a player has, normally numbered sequentially starting with 1 as the first seat to dealer's left. Not to be confused with POSITION in a particular pot. Typically unrelated to play of a hand but often important in peripheral aspects, e.g.: "Seats 1 and 10 are nonsmoking here", "Seat 5 has a good view of the table", "Seat 3 is in a high-traffic area".
- HIT - To make a hand or catch a card or cards that improves one's hand. "I hit a gut-shot draw on the river."
- STEAM - Playing wildly, calling and raising a lot, because one is upset. Compare: ON TILT.
- SUITED - Two or more cards all the same suit. Ant: OFF-SUIT.
- CUT - To break the deck into 2 stacks of at least 5 cards each. Usually performed by the player to the dealer's right to insure that the the deck is not stacked.
- FULL HOUSE - A hand consisting of 3-of-a-kind and a (different) pair.
